The Corps of Engineers inspects the Birmingham Unit of the federal levee system every year. The Corps of
Engineers has no authority over the levee unless it has a required legal sponsor to protect the government. The
corps of Engineers is well aware that the legal sponsor for the Birmingham Unit ceased to exist December 22,
1963. These  gentlemen are an arm of the federal government, yet they have help perpetuate the fraud visited on
the taxpayers of Clay County and within the limits of the dead drainage district.  This document can be found in
