ALLEGED 1970 COURT ORDER REORGANIZING THE BIRMINGHAM DRAINAGE DISTRICT

According to the State, the district expired on December 22, 1963. According to the Kansas City
Court of Appeals of Missouri, the district was dead at that point and could not be reorganized.
Furthermore, according to the Missouri Supreme Court, there was a constitutional prohibition
against forming a district in Kansas City on a petition by landowners.
Documents indicate the court knew it could not reorganized the district as a public corporation
because the court did not send a certified copy of its order within the 60 day limit allowed by law.
Contrary to law a certified copy of the order was picked up on March 19, 2003 and filed with the
Secretary of State on April 1, 2003. Thirty-three years after the fact.
