As of March 17, the Secretary of State had a copy of the bogus 1970 court order reorganizing the dead
Birmingham Drainage District in hand. The lawyer sent it in 33 years late without it being certified by the
court. The reality was/is that the court had a sixty day time limit in which to send a certified copy of its
order to the Secretary of State to create a public corporation.

Contrary to law, the Secretary of State, acknowledges that the district is not a legal corporation on its
books. However, he notes that as soon as he gets a certified copy, he will extend the life of this dead
corporation.

The Secretary of State neglects to explain how a dead corporation, 33 years pass the time limit for a
corporate filing could possibly be in good standing.
