The EPA's PR strategy for sludge was first outlined in a 40-page report published in 1981 with a
classic bureaucratic title: "Institutional Constraints and Public Acceptance Barriers to Utilization
of Municipal Wastewater and Sludge for Land Reclamation and Biomass Production." It warns
that sludge farming projects may be blocked by small local groups who "feel their interests
threatened

It doesn't take a lawyer to understand that EPA's part 503 sludge policy is a direct
violation of the Federal law.

This had to be quite a shock for EPA soil scientists Walker & Rubin, who out lawyered the
lawyers and put a muzzle on the public health service concerning the death and disease caused
by toxic pollutants dumped on our rural and urban lands.  They retired.  But, this gives new life
to the RCRA and CWA . Now the truth behind the 1978 -2005 sludge war will prevail.

People who discover they have been exposed to the hazardous chemical and biological toxic
pollutants in sewage sludge/biosolids dumped as a fertilizer generally end up dead, or dead
broke. If the chemical and biological toxic pollutants in sludge/biosolids doesn't kill them, the
legal cost of trying to recover health and environmental damages will leave them dead broke.

Victims of toxic pollutant contaminated sludge/biosolids exposure have found it virtually
impossible to recover any damages from an industry supported by fraudulent EPA regulations,
biased scientists, a biased legal system and a government funded public relations campaign to
dispose of over 5 million tons of the pollutant (sludge) on rural and urban lands as a fertilizer

This doesn't just affect victims exposed to sludge. As an example, a Director in one sludge
industry company recently sold 98 million dollars of stock. While the Director, and the company,
have probably followed all the rules as they know them, the stock will be devalued and effect the
general economy when Kern County voters ban sludge before it destroys there quality of life
and economy,

EPA Watch --- Hazardous Sewage Sludge Disposal as Fertilizer      In 1993, under court order,
EPA's  Office of Water released a deadly sewage sludge disposal program it likes to refer to as
a regulation. The main purpose of the program was to be able to issue removal credits to
polluters for land application of ten toxic and very hazardous inorganic chemicals. EPA had no
concern for what  the military would call collateral damage of sludge disposal (i.e., death,
disease, cancer). Congress and EPA says if your are exposed - you could die.
